More bone-chilling weather for upstate NY

LOWVILLE, N.Y. (AP) - Another bone-chilling day for the Tug Hill Plateau region east of Lake Ontario in central New York.

The National Weather Service has issued a wind-chill warning until noon Friday for the snowiest region east of the Rocky Mountains. Temperatures will be in the single digits, and wind gusts up to 35 miles an hour will make it feel as low as 30 below zero.

Actually, that might feel like a heat wave for the folks in nearby Watertown. On Wednesday, the temperature there bottomed out at 37 degrees below zero. That made the city, located about 70 miles north of Syracuse, the coldest place in the lower 48 states.

Video from Dawson's cellphone shows a gun being shoved into the victim's mouth and the victim being forced to lick his own blood off the boot of a captor.

    A technical glitch in a red light camera operating system means that some 17,000 motorists in New Jersey will not have to pay a fine for running red lights. Computer problems between May 28 and June 30 resulted in motorists not receiving notices of violations. New Jersey law requires that if a ticket hasn't been served within 90 days, it must be dismissed.
