GREENPORT, N.Y. (AP) - State police say a 20-year-old Columbia County man faces drunken driving and vehicular manslaughter charges for a fiery rollover crash that killed the passenger in his pickup truck.

Troopers say Nicholas Howard was driving on Church Road in the Columbia County town of Greenport at 2:30 a.m. Friday when the vehicle veered off the road, rolled over several times and burst into flames. Police say 40-year-old Scott Fenoff of Livingston was thrown from the pickup truck and died of his injuries.

Howard was arraigned later on a DWI charge and sent to Columbia County Jail on $10,000 bail. He's due to appear in Greenport Town Court on Jan. 13 for arraignment on a vehicular manslaughter charge.

Public officials and safety advocates worry there will be more drivers high on pot and a big increase in traffic deaths as states liberalize marijuana laws. It's not clear, though, whether those concerns are merited. Researchers are divided on the question. Studies of marijuana's effects show the drug can slow decision-making, decrease peripheral vision and impede multitasking.
