Harris County District Attorney Devon Anderson and Sheriff Adrian Garcia came together to announce an effort to focus on fighting animal cruelty.
This comes after a horrific case of animal abuse and neglect in Crosby dating back to 2011.
The criminal activity in northeast Harris County was called the Crosby Puppy Massacre.
It's where animals were dumped and in some cases mutilated.
As a result the Crosby Initiative by the Harris County District Attorney's office was created.
The effort has caused a huge drop by 80% in animal abuse cases in the area located near highway 90 and the San Jacinto river.
Rhonda Heffernan, who represents the Animal Safety League, says we are making important strides but there is more work to do.
Heffernan's group has been successful at rescuing 89 dogs over the last two years.
A public campaign is underway to warn people about dumping animals near Crosby.
There has also been new fences and barricades erected to prevent the dumping.
