Disgraced police commish: Prison system flawed

Posted: Updated:

NEW YORK (AP) - Disgraced former NYPD commissioner Bernard Kerik is calling for reforms to federal mandatory sentencing guidelines.

He told Matt Lauer on NBC-TV's "Today" show on Monday that imposing mandatory minimum sentences sets up inmates for failure.

Kerik spent three years at a federal minimum-security prison on false statement and other charges.

He says he served time with non-violent inmates, many of them first-time offenders serving long sentences.

He says the system that's supposed to help inmates destroys them - personally, professionally and financially.

He says Congress needs to do something about it.

Only eight states do not have a statute of limitations on rape. Texas isn't one of them but one lawmaker hopes to change that. Here in Texas the statute of limitations on rape is ten years, with exceptions such as, there is no time limit to prosecute someone who sexually assaults a child. After that 10 years, in most rape cases, it doesn't matter what evidence comes up that perpetrator can't be tried for the crime but here in Texas could that soon change?"Rapists have been left on our streets ...
