I-Team: Buckhead biz offering discount is no deal at all

A Buckhead company that offers local services, like massage, for a discount is turning out to be no deal at all, so says state investigators.

And, if you feel like you've been taken, here's your chance to possibly get your money back. The I-Team's Dana Fowle is here with those details.

We've followed this company for a while now. It's a local company aptly called Loclly. Like you said, they offer – through e-mail – get discounted services. But, getting what you pay for has been a struggle for far too many.

John Sours, from the Governor's Office of Consumer Protection, said, "This was a long and complex investigation with lots and lots of moving parts, a great many documents, a great many technical facts, a great many people involved."

Loclly offers discount vouchers for services like teeth whitening, tanning, massage. Here is a deal on an oil change.  But, these good deals come at a price.  The Governor's Office of Consumer Protection has ordered the Buckhead business to "cease misleading practices and pay $94K in fees and restitution."
 
GOCP director John Sours says the bottom line is these deals weren't deals at all

"Many of them were not deals at any price, because they didn't perform, wouldn't perform," Sours said.

Sours, who runs Georgia's Office of consumer Protection, says the company, situated in this Buckhead office, offered a "100 percent satisfaction guarantee" that it couldn't back up.   

Just ask John Walraven. He came to the I-Team back in January, after buying discount vouchers from Loclly for leaf clean-up. But, he claims he could never get the actual service he paid for.  

Walraven said, "I said can you please contact your partner and have them come out and do the work that we paid for? They didn't write me back."

Dee Hurley told us in December that she complained to the State and the Better Business Bureau that she couldn't get service on manicure and pedicure vouchers.

Hurley said, "I was just ignored."

Both customers eventually got a refund, but many more did not.  So, the company's owner Michael Ferguson signed a settlement agreement with the State - not admitting guilt – but, promising to change its business practices and to pay a hefty fine.

There's more. If you've been taken by Loclly, you may still get your money back.   

Sours said, "They're establishing a trust fund, which they're funding, in the amount of $15,000 to take care of claimants who meet certain criteria, who come forward in the next 30 days."

The clock starts today. If you think you have a case for getting your money back, you have 30 days to file your claim. It must be in October 9 at 5 p.m.

Consumers can download a claim form from the GOCP's Web site -- www.consumer.ga.gov -- or you may request a form by calling the Governor's Office of Consumer Protection at 404-651-8600 or 800-869-1123.
