Booker proposes first policy of Senate run

NEWARK, N.J. (AP) -- New Jersey U.S. Senate candidate Cory Booker will outline a plan Monday that he believes will help eradicate childhood poverty.
 
The Democrat says it's an economic issue that keeps the U.S. from being competitive.
 
Booker says the federal minimum wage needs to be raised to $10.10 per hour.
 
The Newark mayor wants to guarantee universal access to preschool starting at age 3 by 2025.
 
In order to send every child to college, Booker's plan calls for starting college savings accounts for the children of working-class people who have earned income tax credits.
 
The plan would match at-risk pregnant women with a nurse practitioner to ensure quality pre-natal care.
 
Booker is seeking his party's nomination to run for the seat left vacant by the death of Frank Lautenberg.
