A report released by the Nassau County district attorney's office states that overloading was the primary reason for a Long Island boating accident that resulted in the deaths of three children.

According to the findings, the 34-foot yacht was barely stable in calm waters. It was carrying 29 people during a July 4th outing last year.

"On July 4, 2012, a boating tragedy in Oyster Bay claimed the lives of three innocent children, Victoria Gaines, Harley Treanor and David Aureliano. An exhaustive investigation utilizing nationally recognized experts found that a unique combination of circumstances caused this tragedy, and in January this office announced that the evidence did not support criminal charges," said District Attorney Kathleen Rice.

The stability analysis determined that the boat capsized and sank in Oyster Bay "as a result of being overloaded and apparently encountering a 90-degree wave."

The county didn't state the cause of the accident until now.

The attorney for the owner said there were "contributing factors" not cited by the DA that can be explored in expected civil litigation.

The giant African snail damages buildings, destroys crops and can cause meningitis in humans. But some people still want to collect, and even eat, the slimy invaders. The Agriculture Department is trying to stop them. Since June, department authorities have seized more than 1,200 live specimens of the large snails, all of them traced back to someone in Georgia who was selling them illegally.

The rip current risk remains high along the New Jersey and New York coastlines. Some beaches were open to the public but closed to swimmers. The National Weather Service issued a High Surf Advisory and Rip Current Statement for the area beaches because of the effects of Hurricane Cristobal, which is expected to track south and east of the Jersey shore through Thursday.
