ONLY ON FOX: Did convicted cop shooter father a child while in prison?

It was February when Kenneth West a now retired Houston police officer expressed his outrage here on FOX 26...He concealed his identity to protect his family.

West says, "did I ever expect him to be free no I didn't expect that particular individual to get out of prison."

West is talking about 41 year old Robert Earl Jackson...the man who was convicted of shooting West multiple times during a police disturbance call.

Jackson was sentenced to two 99 years sentences but was out in 21...leaving West concerned if the man who almost took his life deserved to be released so early.

"If the person is not safe to be out in the public what's the alternative," says West.

That leads us to the Montgomery County Courthouse where Jackson was in court Wednesday...He's accused of violating his parole and a judge held a revocation hearing...but that wasn't the biggest news to come out about Jackson.

Ray Hunt with the Houston Police Officers' Union was in that courtroom.

Hunt says, "he must've impregnated someone while he was in prison and that person did testify today she wanted to have more children with him."

Wait a minute - hold up - did you hear that?  Hunt says information was revealed in Jackson's parole hearing that somehow a man who was serving two life sentences was able to have relations with his girlfriend.  That woman who was not a prisoner became pregnant according to Hunt.  How is that possible when the Texas prison system doesn't allow conjugal visits?

"Sources tell me he impregnated her while he was in prison that there was some dirty guards and he was able to have sex with his girlfriend in prison and now he has a 9 year old child even though for the last 23 years he's been in prison," says Hunt.

The department of corrections tells FOX 26 news they're looking into the allegation and could pass it on to the Office of Inspector General. 

But is it hard to believe a man behind bars could be allowed to get someone in the free world pregnant?

Let's call Carlton Harris an expert.  He says, "I've seen where correctional officers have allowed for the inmate and a significant other to go into a restroom for a certain period of time."

Harris has long since turned his life around but he spent six years in prison for drug dealing.  He says whether it's sex or drugs - there's nothing you can't get behind bars including a woman pregnant.

"If you have money you can basically get anything you want in there because you always find someone who is unethical who compromise," says Harris.

Did that happen with Robert Earl Jackson? State prison officials now want to know and so do those who say he doesn't deserve a second chance on parole.

"He didn't follow the rules while he was in prison and he's not following rules since he's been out of prison," says Hunt.

In the meantime, Jackson will know in a matter of weeks if he will be able to stay out on parole.  He's currently being held at the Montgomery County jail for his parole violations.
