He's accused of trying to kill a police officer so why is a Houston man out on the streets already.Retired Houston police officer Kenneth West is concealing his identity and he's angry.
That's because he says Robert Earl Jackson was out on the streets for months without him knowing about it.
It was back in 1990 when Jackson...a known crack dealer shot officer West in his chest and hip during an attempted arrest.
West survived the attempt murder and Jackson was sentenced to two 99 year prison sentences. But state records show Jackson was released after only 21 years and West was not notified by the state parole board.
West says, "did I ever expect that person to be free this early no because...he received two life sentences."
A spokesman with the department of corrections says Jackson was denied parole twice before being released early. Jason Clark with the Texas Department of Corrections also says victims must notify the state if they want to be alerted if a prison is released.
Jackson was rearrested this month on a parole violation and remains in the Montgomery county jail.State officials say there will be a hearing before the parole board to determine if Jackson will return to prison or allowed to continue his parole.
