Just as the shooting at Lone Star College unfolded, Texas Senator John Whitmire was working on legislation to make schools safer.
Whitmire says there will never be any "sure-fire" way to keep campuses completely safe, but his "School District Security Act" would be a step forward in improving the odds of preventing violence.
"Which would allow school boards to use school property tax or safety and dedicate those funds to securing the campuses," he says.
He says his original proposal did not include colleges, and he now plans to take another look at that.
