One space in a Bellaire strip center is new and has not even had one tenant.
Imagine the owner's surprise when she found medical files inside.
"It's important information. It's patient files. It's confidential. It's kind of scary," Shannon said.
Shannon asked we not use her last name.
She found the files around mid-November. The backdoor of the empty storefront was unlocked. She believes someone just dumped the files there.
The files could easily number over a thousand.
"It seems to be a bunch of different clinics," Shannon said. "There's all different addresses, different doctors, not just one person."
What may be a connecting factor is what a lot of these patients were prescribed: huge amounts of Lorecet, Soma and Xanax.
Even though some of these patients may have been pill shopping, their social security numbers, copies of their driver's license and even Medicaid numbers and insurance information were all at risk.
"In the wrong hands, it could be pretty scary," Shannon said.
She said her dad, a retired police officer, called Houston Police and was told someone would come out to the strip center to retrieve the files. That didn't happen.
"We need to expand that space. It needs to be cleaned out," she said. "We got somebody to take all the trash out, but I know you can't just throw this away, but I'm not sure what to do with it either."
She moved all the files into her garage and called us.
FOX 26 contacted the Harris County District Attorney's Office which has a special unit dedicated to prosecuting "pill mills".
We were assured a thorough investigation into all these medical files.
