HOUSTON (FOX 26) -
Calls continue for an independent investigation in the wake of an officer shooting and killing an unarmed, wheelchair-bound, double-amputee.
Houston Police officers were responding to a disturbance call at an eastside group home early Saturday morning. Brian Claunch, 45, turned out to be armed with nothing more than a ball-point pen.
Local civil rights activists complain such police actions often go unpunished. A former officer said an internal affairs investigation will only work to protect the city, unless there is irrefutable evidence of wrongdoing.
"Without a video, you will not get a sustained complaint from the Houston Police Department's Internal Affairs Department," former officer Shelby Stewart said. "That's why we need the Justice Department to monitor this police department."
HPD Chief Charles McClelland has invited the FBI and Justice Department to observe but not conduct the investigation.
