HOUSTON (FOX 26) -
As the FBI investigates the shooting death of a mentally-ill double-amputee by a Houston Police officer, protesters are calling for an independent police review board. The Greater Houston Coalition for Justice gathered just east of downtown.
Early Saturday morning, an officer shot wheelchair-bound Brian Claunch because he had another officer cornered with a metal object in his hand. That object turned out to be a pen.
"Our police department is dysfunctional; it's broken," protester Carlos Calbillo said. "I don't see anyone walking around with a definitive ways of fixing it."
The group is holding a vigil outside of the group home around 6:30 p.m. Tuesday.
