HOUSTON - A Houston man who allegedly led Santa Fe police on a 100-mph car chase is now facing his 11th DWI charge.
Ralph Lynn Foltz Jr., 46, was arrested Monday and is being held on bonds totaling $561,000 for a slew of charges, including Driving, While Intoxicated 3rd or More; Evading Arrest in Motor Vehicle; Obstruction/Retaliation; Resisting Arrest, Search, Transport, according to a Santa Fe Police Department statement.
Emergency dispatchers had received a call about a hit-and-run accident at the intersection of Highway 6 and FM 646 North after Foltz allegedly smashed into the back of another driver's vehicle and fled the scene, according to the statement.
But Foltz had already been pulled over for reckless driving by a Santa Fe police officer who didn't know about the alleged hit-and-run, according to the statement.
Foltz initially stopped for the police officer but then took off, sparking the chase that reached more than 100 mph at times, according to the statement.
The chase ended in Alvin, and Foltz was arrested, according to the statement.
Foltz initially refused to perform a field sobriety test or submit to a breath test, according to the statement.
But a background check revealed Foltz has already been charged 10 times with DWI and had been convicted of three felonies that included felony drunken driving, according to the statement. He also had recently been released from prison for the offenses.
Based on his criminal record, Foltz was subjected to a mandatory blood draw, according to teh statement. That's when Foltz allegedly resisted and threatened to murder the arresting police officer.
Santa Fe police are planning to begin an asset forfeiture proceeding on Foltz's vehicle, stating that he uses it to facilitate criminal offenses, according to the statement.
