HOUSTON, Texas - A suspect seen on surveillance footage stealing 3 English Bulldog puppies turned himself in to Harris County Precinct 4 Constables.
Otis Witchet, 39, is charged with burglary of a business.
On July 2, surveillance cameras caught a suspect breaking into a pet store in north Houston.

Harris County Sheriff's investigators say Witchet stole three English Bulldog puppies worth $5,000 each.
Witchet is an ex-convict and has prior charges including aggravated assault with a deadly weapon.
The 3 puppies have not yet been recovered.
