We're days away from Black Friday, and lots of car break-ins will be happening.
Ray Hunt with the Police Officers Union is really concerned.
"The most popular shopping day of the year will be this Friday parking lots are all filled and you got this person walking the streets with this man thefts and burglary of motor vehicles on his record," he says.
Hunt is talking about 47-year-old Rosh Davis.
Cops call him a menace, saying he's been convicted 13 times for breaking into vehicles and other crimes in Houston.
But Davis is not the source of some officers’ outrage.
That anger and frustration is directed at Harris County Criminal Judge Shawna Reagin.
"We've got a lenient Judge who wants to give a guy a 13, 14, or 15th chance. It's outrageous," Hunt says.
It was just last week when Davis went before Reagin for sentencing on that 13th felony conviction, according to Harris County records.
But despite a long criminal history stretching from Louisiana to Texas, Hunt says Reagin allowed Davis to walk with 4 years of deferred adjudication--essentially probation.
Davis' deferred adjudication came after three days of tracking him, the use of 20 police officers and one fixed wing airplane. Hunt says thousands of taxpayers dollars spent.
"It's very unfair to the citizens of Houston to put out this kind of money to get someone put behind bars and to have a judge look at their entire rap sheet,” Hunt says. “The judge has all the information we have and more."
In the meantime, Hunt says Davis has openly admitted to stealing three to five laptops from cars each day. Hunt says to support a gambling addiction.
FOX 26 News attempted to get a comment from Reagin, but so far, she has not returned our calls. We also were not able to track down Davis.
