Perry: TX Upping Efforts to Fight Gangs

Bloodshed erupts on Mexico's independence day. At least 10 people died as gunmen attacked a drug treatment center in Cuidad Juarez, which sits just across the river from El Paso, Texas.

It's Juarez's second mass killing so far this month, and it comes on a day when Texas Gov. Rick Perry is, for the second time in a week, calling the federal government "a failure" when it comes to securing our borders.

Perry and former New York Mayor Rudy Giuliani spent part of Wednesday in Houston for a campaign fundraiser. Perry is seeking the Republican Party nomination to keep his job.

Perry, Giuliani at his side, once again called on Washington to send 1,000 National Guard troops to the Texas/Mexico border. He made the original request eight months ago.

"They're quiveling over who is going to pay for it, the Department of Homeland Security or the Department of Defense," Perry says.

Perry also wants additional resources from the defense department.

"I'd like to see the DOD take their predator aircraft right out of here at Ellington Field, where we are training in the war on terror to fly those predator aircraft and train up and down the Rio Grande," he says.

Perry says federal lawmakers are not protecting us. Its the same message Perry issued last week, when he announced a plan to send Texas rangers and state troops to the border. This time, he's got the support of Giuliani, the man who ran New York City during the September 11th terror attacks.

"There is nothing more important to us ultimately than our safety and our security," says Giuliani. "We don't have anything else without that."

While they did talk border security, the fact is, Giuliani is helping Perry raise money for his bid for reelection.

A spokesperson for Kay Bailey Hutchison's campaign issued a statement accusing Perry of "grandstanding." Hutchison is Perry's chief rival for the Republican Party nomination.

Others wonder why Perry, who is pro-life, would fundraise with a man (Giuliani) who supports abortion rights.

"I'm always stunned that people can't differentiate, says Perry. "We're talking about border security here, we're talking about crime fighting."

There is a lot to fight. So far this week, gunmen in Juarez killed five people in a car wash, and at least another people died in a shootout at a drug treatment center on Wednesday.

Earlier this month, 18 people were killed at a different drug treatment center in the Mexican border city.
